Cubicle Ambush

I have a coworker who ambushes people at their cubicles first thing when they get into work. He begins interrogating you before you've even had a chance to put down your stuff, turn your computer on, or even have a cup of coffee. This is very upsetting for some of my coworkers and I were wondering what office etiquette is for this situation. Is what he's doing acceptable and we are just over-reacting? or is it considered polite to give people 10 minutes when they first get in to work?
