How do I make ammends?

I find a certain man who works in another departmet attractive, and we occasionally talk. I have always liked his longer hairstyle. However, the other day he had cut his hair and I said "oh I like your hair longer" His reply was that his department told him to cut it. Now I feel that I hurt his feelings. What can I say?
