Should I tip for a fence?

My husband and I are going to have a fence put up in our backyard. We had several different companies come out and give us an estimate.

One man gave us a quote and said the price included supplies, labor, and taxes. He then said "Everything except gratuity." I was shocked. I'm already paying over $3000 for a fence and he expects gratuity? Should I pay gratuity for a fence? If so, how much is acceptable?
