The dilemma with hiring your in-laws or family members

My in-laws are self-employed and do home improvements. My husband and I have hired them in the past and have been mislead on price and quality of work. My in-laws do not do the quality of work for which they are billing us. We often get a much higher bill than was originally quoted, and the work often has to be re-done, for which we must pay someone else.

My question is, my husband and I have recently moved into our dream home. There are some improvments we would like to do and do not wish to hire my in-laws. How do we go about this without causing a family arguement??

We are excited about our new home and want the best quality of work done, only once. How should we handle this situation?
