Retirement Party instead of "Birthday Party" Should Be Used

Yes, it is true that the verdict is that there shouldn't be a cost to attend any birthday party.

In your case, where it is a pressing need to issue tickets, it could simply be a retirement party FOR EVERYONE, with your father who can be named as "Guest of Honor".

It should not be stated that it is his birthday (which will seem like it is soliciting gifts AND money in the form of tickets) but you can always present a cake with candles at some point of the event.

You could make it "look" like a surprise party. You could even do a presentation honouring his good works, give him a mike to present his thank you speech, invite some important people to make short speeches, make toasts etc.

Those who know that it is your father's birthday as well on the date of the retirement party and want to give gifts, should do so quietly and privately (at a corner of the party etc). It should not be displayed because it might make all the other ticket-paying guests feel unsure if they have made a mistake or a confusion of such an event.

Ticketed events should be for everyone. That is unless the person whom the event is for is performing, like a concert, because it is an exchange, a commercial transaction. E.g. We pay $x for tickets to see Britney Spears perform for us in exchange for our $$.

Since we have established that the party should be at the angle of an "retirement party". Make posters, advertise in the center's newsletters, send out letters inviting them to the party. You can end it with, "Tickets to this event are $10 a person, so get your tickets now from ____"

It will be similar to invitations for a Benefit, except that I presume the cost of tickets will simply cover the cost of the party.
